DEGC accepting proposals through June 23 for former Rogell Golf Course development
Development parcel is adjacent to the new $3.4 million regional park development
Developer selection expected by August 7, 2025
April 1, 2025 (DETROIT) — The Detroit Economic Growth Corporation (DEGC), in partnership with the City of Detroit, announced today it is accepting proposals for the development of 22.167 acres of the northern portion of the former Rogell Golf Course in Northwest Detroit.
The development parcel is located at 22333 West Seven Mile Road, between Lasher and Berg roads. The site offers a unique opportunity for a variety of commercial uses that align with the City's economic development goals and the preferences expressed by area residents and community groups. The site is part of a larger 120-acre former golf course that will be transformed into a regional nature park, with the City investing $3.4 million in improvements scheduled to begin this spring.
“The Rogell development represents a significant opportunity to bring economic growth and job creation to Northwest Detroit,” said DEGC President and CEO Kevin Johnson. “We’re seeking qualified developers who can construct high-quality facilities that complement the adjacent park space while bringing tangible benefits to surrounding neighborhoods.”
The development site has access to major transportation routes, including the Southfield Freeway (M-39) and Telegraph Road (M-24), and is served by DDOT bus service. According to traffic studies, West Seven Mile Road experiences average daily traffic volumes ranging from 30,001 to 50,000 vehicles.
“What makes this opportunity unique is the combination of excellent visibility, transportation access and integration with a significant public green space,” said David Laurence Howell, vice president of Development Services at DEGC. “We envision a development that will capitalize on these assets while respecting the character of nearby residential communities and contributing to Northwest Detroit’s ongoing revitalization.”
The Request for Proposals (RFP) emphasizes several guiding principles, including a community-oriented development process, sustainable and equitable development practices, and a preference for including local Detroit-based firms on development teams.
Proposals are due by 3 p.m. on June 23, 2025, with developer selection expected by August 7, 2025.

The Rogell RFP is part of broader revitalization efforts in Northwest Detroit that have included streetscape improvements along Grand River Avenue, new recreational facilities and several housing developments.
